    Database size has exceeded limit

I have a friend of a friend who contacted me today becasue they are unable to access their forum on a hobbie site they have.

It turns out that their database has grown to 150Mb in size and the limit for the webhost is 100Mb

Upon investigation is seems that the attachment table (i think?) is 132 Mb in size (this is viewed through the hosts myphpadmin online console)

Is this as easy as just deleting enough of those attachments right off the hosts myphpadmin interface? (i will back up the database first of course)

there's no way we could give you a good answer for that. we don't know how their web application handles attachments, much less missing ones.

if they can remove the attachments using an interface provided by the web application, that would probably be preferred.

    It's a forum using vBulletin

The problem is, they can't log into the forum to use any administrative functions.

And on top of that I can't connect to the database using an external app such as SQLyog. The web host doesn't allow it. Is that normal?

yes. lots of hosts don't allow direct access to SQL servers.
