Depend on the software. For example, PHP has upload-max-filesize (default I believe is 2M)

ext2fs used by many Linux distros has a 255-character limit for file names. NTFS for Windows has the same limit. So you definitely shouldn't go above 255 characters.
Also, IIRC, some browsers limit the length of a URI to 1024 characters.
