My guess is there's some kind of Apache mod_rewrite/mod_alias going on that involves a directive using poor regex.
It may help if you remove the extra slash from the mark-up
HTML Code:
<a href="../spokenword.html"><img src="../images/spokenword.gif" alt="SPOKEN WORD" width="152" height="30" border="0" id="Image7" onmouseover="MM_swapImage('Image7','','../images/bluespokenword.gif',1)" onmouseout="MM_swapImgRestore()" /></a><br />
<a href="..//visualarts.html"><img src="../images/visualarts.gif" alt="VISUAL ARTS" name="Image4" width="152" height="30" border="0" id="Image4" onmouseover="MM_swapImage('Image4','','../images/visualblue.gif',1)" onmouseout="MM_swapImgRestore()" /></a><br />
BTW the visual arts link is broken on the WNC page
