formula for top 20 striking web colors
Is there a pattern or formula to pick up the top 20 most striking web colors?

I'm not sure what you mean.

I won't be able to answer the PHP question, but when it comes to colors, there are not too many combinations for the extremes (max R, max G, max B and these 3 mixed).
Then you could step down to another popular value and go with 99's (#990000 etc). With 66's the colors would be hard to describe as striking.█ FreelanceDaddy - freelancer's personal advisor
