Reading images from webcams using PHP

I please need to know how I could read images (still pictures) from webcams, resize the images and save them in table (or most importantly upload to a folder) using PHP. I want to read the images using 175 x 145 pixels.

You can't take a picture with a webcam from PHP.
There are programs however to take pictures periodically with a webcam, and upload them automatically to a server, and use a cronjob to execute a PHP-script to resize the images and so on.

You can take webcam snapshots from flash, send to php.
You can crop/resize the image both in php and flash.
