What's creative about using someone else's theme? I use my own theme on my blog and on sites where I use WordPress as a CMS. It's really easy to do since there's no extra template language to learn, just HTML and PHP.

WordPress themes are just normal HTML pages with a piece of PHP inserted where the content will appear. You don't need any special tool or program to create one. Just take a look at the files in a theme you like to get an idea how it works and check wordpress.org when you want to know what some function does.
