    How would they have made this background?

    Does anyone know any tutorials describing how to produce a background like the one on the screenshot of the website of Fernando Sergio?

    There are many ways to get something like that. Play around with layers and opacity, blur things, use soft brushes, eraser with soft edges etc. Use the oval selection marquee tool with feather to change hues…

    Your best bet is to draw everything out in photoshop on mulitple layers - various sized dots on multiple color (gradient) backgrounds is all that's needed to start. Then, play with blur filters and blending mode changes for each layer until you get the desired result.

    If you want it to flow smooth like an ocean wave. Try using this technique. Make a new layer > Click Brush choose "Soft Mechanical" > Go to brush pallete > adjust the brush preset as you want > Pen tool > Make a wave line > right click > Stroke Path > End

    You can play with brush pallete for more satisfying result.
