    Submitting form to new window issue

    I have a form or multiple forms that submit to new windows. One works but the other doesn't even though the syntax is correct.

    THIS ONE DOES NOT WORK:

    This does not make sense as one works and the other won't open a new window. I have tried changing the targets on the first one to something else but it still didn't work. What coudl be some things to check on within the page these forms sit in? Any ideas?
