great tour of the framework! it took me a lot of reading to figure out what are best practices like mvc, so this really helps newcomers to Ruby on Rails. Thanks!

Ruby on Rails is a framework for programming web applications. The article linked above (and the previous Ruby on Rails article on the site) are aimed at people new to programming.

There's no real design element to either article—I recommend you read through them if Ruby on Rails is something you're interested in learning about.

Thanks mattymcg, that's what I wanted to know... I "know" ROR or shall I say know about it, I've done some html and CSS for friends and sites that's developed with Ruby.

So I might as well think about learning it, but I'm new (apart from hacking and copy and pasting) to programming as well.
