previous company refuses to apply 301 redirect

Hi.
I wonder if any of you already had a similar issue:
We have a problem with some web content and a website from a group of colleagues recently hired by our company/organization. We integrated that content in our website and created a new website for the standalone website.
Problem is: their previous company/organization refuses to apply a 301 redirect to point to the content new locations on our server.

Can they do that?
Is there anything we can do to force them to apply the redirect?

The situation is pretty much frustrating and it clearly affects also how we rank with the new location in Google.

Can you give some advice, please?

They can do whatever they want.

What does the contract say?

Maybe you should find out the reasoning behind this. It might be technical.
