You can use wordpress
Wordpress was my first thought as well. Easy to install and use.
That really depends on the needs of the site, whether you need a robust categorisation structure, and the type of content your need to present - Wordpress may be fine for a basic Government site but to give you a realistic answer you'd need to provide some detailed specifications.
i prefer Joomla 1.0.x and joomla 1.5.x . they are all easy, powerfull and they have tons extensions.
i have also tried drupal but it's difficult to use

Wordpress is my new favorite for client sites, but like bluedreamer said, it's difficult to recommend something without knowing a lot more about what they need in their website.
