Zip Code Mapping Software

I have a client who is looking for software to map shipping times from zip codes. Similar to what UPS and FedEx use:

http://www.fedex.com/grd/maps/ShowMapEntry.do

I'm guessing these were probably coded and built inhouse. Anyone know of anything similar to this that can be purchased?

You might want to see if either of these sources offers a developer API.
