i know a good tool, SEOELITE which will help you to find websites where you can place your link.
I would also read the Google webmaster guidelines before you start (in case you haven't read it).

Few link exchanges are good. But only do link exchanges with related websites. Because you want targeted traffic and not junk traffic.
