Hello,

What would be the proper use of the "subject" meta tag?

Some tools like http://www.ukoln.ac.uk/metadata/dcdot/ seem to generate keywords for this tag, separated by semicolons.

Would using keywords here be correct? If so, what would make this any different from the "keywords" meta tag?

Also if "subject" is supposed to be the overall subject of a web page, wouldn't the same thing be used for the page's title?

I have never heard of a "subject" meta tag. Do you mean "description"?
Do you have any reference on a "subject" meta tag?

This tag isn't common but it is a requirement in the department I work for. If you Google <meta name="subject"> you will find many pages using this.

The subject meta tag serves no official purpose. It is only useful for applications that require it which would be proprietary in nature. Search engines and browsers do not use it for anything.
