Can anchor tags cross from one page to another?

Ok this is hard for me to explain but here goes...

I know an anchor tag is usefull for routeing a user to a web page say 3/4 of the way down but what if you wanted to link from one page but land on a different one 3/4 of the page down.

For example on www.ibslog.com there is a navigation menu on the right hand side which for example says "Ballroom bottom Burp". When you click on this you land at the top of the page but then have to scroll down to find it which is a problem.

Is there a way a user could click on the navigation "Ballroom Bottom Burp" on the home page and land on the story rather than hoping the user will scroll down to find it?

Any insight welcome

Yep. Just link to the page and the ID.

Say if you're on the home page and you want to go somewhere else, you'd do it like this:

<a href="/somepage.html#somesection>Go here</a>

Just replace somepage.html with the file name of the page and #somesection with the ID that you want the user to jump to.
