My favorite place is need-an-article. com. All of the writers have English as their first language. They follow your directions to a tee.

I can tell you where to find cheap writers and I can tell you where to find the best writers - two totally different animals.
I understand everyone is trying to stretch a dollar, but I can't imagine you'd begin the search for a lawyer or a doctor by saying I want a "cheap" one.

You can always try the offline way. Find someone who can write about your topics, ask for some samples and decide if it's suitable for your business or not.
Nowadays we forget to use the old business concept which always worked.

I this forums like this will surely help you find good content writers but dont mention the word cheap because people who are starting off to write have to be payed less only...

What exactly do you mean by "cheap"? You need to remember that there is a lot more to writing than just putting fingers to the keyboard! Depending on the article type, the writer may need to do a lot of background research so that they can deliver a quality product. That research is time consumed by the project and must be paid for.
With that said, what subject do you need articles for and what kind of article should it be?
You can also try content creation sections of webmasters' forums.
I was about to recommend myself but when you juxtapose cheap and best together, it becomes mission impossible.

It's all very well paying <snip>for a 400-word article, but when you see the quality of the work that people are churning out, you realise how they can do it for so little money. It's obvious the articles are not researched properly, and that the writer has no understanding of the subject matter.
If I found a website with such a low standard of writing, I will definitely be leaving it as soon as possible, so I think it would be a false economy to pay peanuts.

I would love to write articles for other sites, however it depends on the subject. I always find that if I am not familiar with the subject I am writing about, the article takes longer to complete.
And I also agree that you can read between the lines and tell that the author really has no idea what they are saying.

rentacoder.com, elance.com has worked well for me before!

You can hire one through sitepoint, go yo market place
If you don't mind, you can either browse through the sitepoint's marketplace, or even go to the DP forum's BST section to scour for the cheap content writers...
