nofollow and internal PR distrubution

can the rel nofollow be used to help the distribution of PR on your site?

Like for example, I have a site and I have a navigation menu in two different spots (it helps the end user) however, now I have multiple links to certain pages but I don't really want google to think that they are the most important (even they they have the most links to them internally)..

could i put nofollow on one of the navs and not on the other even through they are linking to the same place? would google understand what I am doing and only count one of the menus as links on the site?

Why would you have more links to your least important pages?

I would do it myself. No need to have to links to same page so use no follow on one set

That sometimes happens with 'privacy policies' and 'contact us' pages.
