    a ctr or .07% is pretty low, right?

    0.07 or 0.07%?

    0.07 would be 7% which is a great ctr while 0.07 or less than one-tenth of a percent is more or less horrific for an AdWords ad is going to result in a very bad quality score very quickly.

    Yeah that's pretty low. But you shouldn't really care TOO much - cause you pay per click anyways. When I used AdWords, I got like 1% CTR rates.

    Bear in mind that your CTR for the content network is likely to be much lower than your CTR on Google search results.

    I thought low CTRs bumped up your CPC...?

    Hold on people -- while you may not want a 90% CTR, you certainly don't want a 0.07% either. Google uses a score that combines CTR and CPC to determine your rank (perceived relevancy * dollars) thus if you have a very poor CTR you have to pay an exorbitant amount just to show up, let alone to rank well. While getting qualified traffic is vital to a positive ROI (and will certainly impact your CTR), if you can't pull a decent CTR you are probably bidding on the wrong keyword or with the wrong offer / message. By bumping that CTR up to something closer to 0.25% - 0.4%, you'll be in a place to take advantage of a lot more traffic and therefore be able to scale and grow the campaign.
