Yes, that would be duplicate content as it is the same content posted in more than one place!

Gee, it's a copy. Copy is a synonym of duplicate. I'd say it's a safe bet that it would be considered duplicate content.

So, how about newspapers that get all the same content from AP and still get indexed well?

I believe they could get indexed... But lose their ability to pass PR. Probably. Any one with proper documentation on this?

Anyway, on the issue of duplicate content, before Google actually penalizes you, they check it carefully and manually. Says so in Matt Cutt's blog. So it doesn't hurt you to publish several articles on various sites, though stymiee says it wouldn't help you much either.

Nobody uses the AP exclusively. They also get their content from lots of other sources which gets indexed. The duplicate content probably doesn't get indexed but the other stuff does.

It is not a black hat technique at all. It's just not an effective technique anymore in general.

agree, article submission has nothing to do with blackhatting. I would just use a version of the article for the directories and then link to a page which has the same keyword but different content.
Cheap web hosting directory listing the cheapest web hosting

    about article submission

    Dear,

regards duplicate content for submission so you need to think about Search engines tools.

and very famous seach engine Google’s duplicate content filter is notorious. There have been many articles written about it, many forum posts and discussions regarding it, and speculation that runs rampant.

What there has seemed be a lack of, however, is discussion as to whether or not other search engines apply duplicate content filters for their search results, like Google does so famously. Why do you suppose that is?]

also if you are going to start article submission so also that content must be in your site so seach engines will Not think about duplicate content and you can get better results in article submission.

    thanks
