I know there are many promotional technique but which one is most effective technique from the following option:

.Quality links building
.Social bookmarking.
.PR and articles submissions
.Blog and forum posting

In a short perspective I think you can do ok with social bookmarking.

But the 3 other options are about the same, and I think they are the best way to go for a long term plan, I'd rate them like this:
1. Quality links - because visits from here are already looking for the site you have.
2. Articles - Less targeted, but still within the same category as your site.
3. Blogs and forums - On the right forum it can be great.

Right now i'm working on promoting my site. Im using the following methods
- Link building. Through exchanges.
- blog and forum posting
- viral myspace promotion with materials such as layouts and graphics.

Exactly my thoughts. Who is your audience, and what do you want them to do when they arrive at your site, and what measurement are you using to determine your level of success?

Again it depends greatly on what you are promoting. Certain audiences respond really well to SMO but others not so much. Adding SMO elements isn't a waste of time but depending on your audience it may not necessarily be the wisest investment of your time.

DO NOT LOOK AT STATS UNTIL AFTER YOU POST YOUR FIRST ARTICLE OF THE DAY!

Spend time writing the good stuff, not looking up stats. There should be a 5000 posts between checkups rule in the blogosphere too!

Is paid ad only the way get quality links if you are not reknowned one..esp..if we do banner exhange ..it may not be good...and other related site dont normally put one way link unless some site is very famous or too good...

blog and forum are too strict and the forum which are much visited ..the moderator dont like advertisements...and remove links too soon...

and blog esp in comments people have started approving comments and disallowing names of sites when they see other gives links unless it is big site...

any suggestion on it...

so the site promotion sound easy but...

and one more thing...
when it comes to submitting to directory we are planning to add for eg to 5 sites a day..where can we get link for directory which do accept..real FREE(some say free but they are recripocal or paid ones) directories to submit sites...

Social media sites use nofollow on their external links so those links will have no SEO value.

Article submissions are duplicate content (unless you publish the article in only one place) so they have virtually no SEO value wither.

You left out advertising. That's the only real way to get consitent, real traffic.

With the exception of article submissions, the ones on the list will have you working far more hours and getting paid less than a minimum-paid worker.
