I am looking for a freeware To Do List Program
Hi, I am getting crowded up with tasks, and I want a way to quickly add and check off to do lists.
No need for calendar or stuff, just a list of tasks.
A program that closely matches what I need is Desktask:
The problem with using the program above is I don't Have Outlook, nor will I ever install it.

I tend to stay away from web based programs, I was looking for a desktop application.

Forgive me if this seems a bit offensive because that's not the intention here, but is there any reason you can't simply make a text document and delete the list items as you go along? Believe it or not, that's what I do, and it works like a charm.

No offence taken.
Having a program on the desktop, that has no window(or background), and lets the wallpaper show up, helps me concentrate better.
I know this might seem silly, but it's a designer thing

Perhaps you could conjure something up with Samurize. Lifehacker had an article some time back which may help. Unfortunately, your aesthetic sense limits other free options...
