IE Oddity

When I just open this, in any IE version, the background-color under the form is white, It takes a couple of seconds for it to become the blue colour it is meant to be (or if I refresh it straight away, it is also fixed)

What is causing this?

First try the fouc fix:

If that doesn't cure the issue then post again and I'll take a closer look. It may be a "haslayout" issue but when I copied the page locally it was working fine so it makes me think the fouc is the problem.
