What approach would you take?
I have to code an HTML version of britneyspearsbelieve.com for my company.
I have some ideas on how I want to do it. Wanted to get some other people's methods.
I dislike image maps so i really don't want to go that route.
I was thinking of throwing the background minus the navigational text onto a div and absolutely positioning the navigation into the respective circles. I know this won't be very scalable but I figure the website isn't going to be very scalable anyway considering the real estate restraints.
As for the content i was going to put the div with the content underneath the div with the background and just set the margin top to negative the height of the bg div.
I'd like to hear ways in which other people would go at this.

There aren't too may options with that design and it will be impossible to make a proper scalable version so your method of absolutely placing the text and anchors over the image is as good as any.
There are likely to be z-indexes issue where CSS describes square elements and that the design is all circular so you will find that corners will overlap and that you will have to accommodate this. Just make sure where elements overlap that links are still clickable.
