The problem is that you aren't using a full doctype and therefore ie6 is running in quirks mode and is therefore using the broken box model. See the faq on the broken box model for full details.
You should use a full doctype (with uri) and run ie6 in standards mode and then it will use the same box model as other browsers. If you stay in quirks mode then you will have to supply hacks th ie6 and under to accomodate the fact that padding and borders are inside the stated width and not added to it.
