Could anyone help me...?

I have done a mail form how do i set this up ? how does the form know on the server in the cgi bin, to post to a certain e-mail address ?

You need to have a system program called formmail (or a similar utility) on your server. Your host will be able to tell you where to point your ACTION parameter for this utility.

For this specific utility you name each field on your web form a unique name. Then you setup a text file with the body of your messahe hard-coded and use he screen form field names as variable where you want the entered info to appear in the email. You also specify the TO and SUBJECT lines of the email.

It's very easy to use.
