Popping up a file download dialog for known file extensions

How do you force a file download dialog box for .dat- or .txt-files in Javascript or HTML or simple ASP (It's the ASP of the Windows CE web server, very simple.)

It can only be done by the site owner when the file to be downloaded is passed through a progfram written in a server side language that can add the appropriate header to identify that the content is to be offered for download rather than processed by the browser.

It can only be done in the browser itself by the browser owner who right clicks the link and selects to download the file instead of left clicking the link to load the file into the browser (assuming the browser knows how to process it).
