Standard compliant ? they are recommendations only, are FF OP NS (more) Standard compliant and use all of the CSS 2 ? obviously Browser Software is difficult to write and match all the recommendations
And yes MS has changed IE 7, in a more standard compliant browser, they simply got rid of the worst bugs, but did not invest in there own concept, very disappointing

No browser completely supports the CSS 2.1 standard perfectly.
Having said that IE7 is less compliant than Firefox / Opera / Safari etc..


What major bugs are still present?



Opera passes the Acid2 Test. Firefox2 fails miserably, and IE6 doesn't even manage even the most charitable definition of an attempt. I doubt IE7 would do all that much better.

Firefox nightlies (Gecko 1.9) have passed Acid2 since sometime last year IIRC; Firefox 3 will pass Acid2.

And before anyone jumps down my throat for saying this, if you need to use a hack (as in code that is served ONLY to IE 7 and not other browsers) you're doing something wrong and need to re-examine your approach and/or your code.
By hacking, I also do not mean slipping in min-height: 1%; or other code that other browsers will happily ignore (while still seeing it), I mean using code that only IE 7 will see (and to be honest, I do include conditional comments here).
