What *IS* CSS? Is it a programming language?

I understand it stands for Cascading Style Sheet. But what I'd like to know, is what technically CSS is? Is it a programming language? Is it a markup language (referring to what HTML is called)? Text-formatting language?

    *scratches head*

    Anyone know for certain?

CSS is not a programming language and it's not a markup language. It is a style sheet language; a language that allows you to specify the presentation of some other document.

It does far more than text formatting. CSS can also control page layout, style lists and tables, add colours and background images, etc.
