I mean if the pages are generated on the fly then how can a search engine index them ?
The site has one static html page which I have meta tagged. How much dofference will it make if I meta tag the rest of the site ?

It can't. As far as I have understood, searchengines do not spider or index dynamic pages. Atleast I haven't seen any.
Of course you could meta tag all your pages, which are going to be generated through a CGI-script, but it's simply a waste of time.

Its just that I see a lot of cgi sites that are metatagged ?
