Sending emails - some not being received

I am using the PHP mail() functon to send email notifications when an event has occurred in an application I have built. The email is sent to the email address of the user of whom that event applies. Most emails are received but emails to tiscali.co.uk, btinternet.com and mail.com are not being received by the end users.

My thoughts are really down the lines that these providers have agressive spam filters and the mail is being stopped from arriving but is there anything anyone can suggest to make the emails appear less like spam?

I think HTML format reduces the likelihood of it being classed as spam by a little bit... actually you should look at spamassassin if you can control it in your website control panel, you can set it to show the spam score for emails that you send to yourself, and tweak from there
