Why wont this work!

hi, i have been making a page in css but now it come to the part where i need a drop down menu. I have managed to design on but when it comes to put the thing on the page it dosent work for some reason, i followed the instruction and did what exzactly it said and still the thing dosent work is there any way to fix it here is the code i used.

I can't tell you anything until I see the JS-code.
