Specifically, the look that site has is a direct rip of the Windows XP "Silver" Theme. If you want to duplicated this, using photoshop, fireworks, or paintshop pro would probably work for you...

It looks like the site is based off of the phpNuke Content Management System. This CMS comes with tons of themes and layouts. Visit the site at:

    http://www.phpnuke.org/

Download the package and poke around with the themes.

Another popular CMS package is PostNuke, http://www.postnuke.com/

A bit O/T, but are they allowed to do this?

yes they are allowed to do this

    also i_like_php

i think i understand what you mean, if you look at the site i made in my sig, "UT Unlimited" it is all made up of images that align with each other

how i do it, is to create ONE big image, which is infact the entire site, then cut it up into slices, and match them up together, this way with such things as nav bars and news posts, they can stretch along with the post, no matter how long it becomes.

does that explain what you want to know?

I_L_P, open up the image you want to cut (this method works in most grafix programs) use the rectangular marqee tool to select the area you want to cut, hit ctrl-x this will delete the section you have highlighted. now go file>new (dont change the size of the canvas) and then hit ctrl-v the area you just deleted off the old image is now on the new image.
