Safe mode has been defaulted to OFF since PHP 4.3 since having it on creates security holes in your system and the code to correct any script to work with it on is trivial. Those scripts that require safe mode to be on were written by people who have not bothered to update them to fix security issues with them and which should therefore be avoided like the plague (only the plague would be less damaging). Installing a script should not be affected by safe mode unless the script is badly written. My understanding is that Joomla should work properly with safe mode off because it has been written correctly to take those security aspects into account.

What exactly is your question regarding safe mode and not being able to install?

The default is off and as of PHP6 safe mode has been completely abandoned.

If you need safe mode turned off you will have to contact your web host.

If your web host has safe mode turned on then there is all sorts of potential for bypassing server security and corrupting of sites on that server. You would do better to look for a new web host who cares about security.

Note to self. Make sure I am properly awake so as to remember which way around the on and off settings go before answering queries.
