I'd say it's not very accessible. Try disabling images in a CSS-enabled browser and you'll see what I mean. The entire top row becomes invisible, since the 'tabs' seem to be made up by images without text equivalent (or use a bad image replacement technique; I didn't look).
It also has usability issues. There is no visual feedback for keyboard focus, apart from the barely perceptible default browser outline. It even manages to muck up spatial navigation in Opera.

I don't think the loss of accessibility and functionality in this navigation layout is worth the design of the navigation set up which I don't even think looks that great.
I'd probably prefer a drop down menu even and I don't like those
