Personally, I like Dreamweaver. It seems as if that's the most popular...but also probably the most expensive...

I've always been a fan of HotDog from Sausage Software. they have several versions, (standard, webmaster etc.) with lots of features. I have to agree with many posts that the one you are comfortable with isthe best one for you. Most companies offer free trials so go junk up your hard drive and registry with demo versions.
I've been using CoffeeCup HTML editor for a few years now, and I have yet to find anything I like better. It's fast, flexible, and allows me to do my own coding. Updates are free and it's a relatively inexpensive program. It lets you size graphics just by changing the names, and will support style sheets and just about anything else you might need, and comes with several built in scripts. just go to www.coffeecup.com and download the trial version to give it a try. Look at some of the other programs there as well.
Adobe's Go Live- no contest. It has all the power and versatility of Dreamweaver and seamlessly integrates with all the other Adobe products that you may already use. Supports every possible type of multimedia, Shockwave, JAVA, CSS etc. I would not use anything else.

I think that Hotdog Professional Webmaster Suite 5.5 is the best HTML editor; it has incredible tools and allows to work directly on the code, even the entire suite is a few expensive. I like dreamweaver too for its grafic interface and Drumbeat 2000 because is the easiest way that I know for make ASP sites.

As an ASP web developer, I must say HomeSite is probably the most popular and useful. For free ASP/HTML editors, I recommend ASP Express and/or Easy ASP, both of which you may find downloads off my site. http://www.pepperika.com/polls/editor_poll.htm
For JavaScript/DHTML I like NetObjects ScriptBuilder, but it seems to be a resource hog.
For WYSIWYG, I prefer FP 2000, but only use it for layout purposes, and when I don't care if the site is "pixel-perfect".
My personal editor would be Dreamweaver 2 and Cold fusion studio. A great alternative is Editplus which i use for html, c++, java etc.. http://www.editplus.com/
Actually, the FrontPage 98 Editor is an editor and fully functional used as a standalone with practically no code to strip out. It's my favorite editor as it can be used for site creation, e-book creation and does much more than notepad with greater options. It saves a lot of time and has more features and easier interface tha Coffee Cup. Many sites use FrontPage and then strip the code out. I'm not ashamed of it. It kicks a-- as a multiple site management and publishing tool with server extension support or without. I've tried them all.
I think what for first step in creation web site must be using FrontPage 98 (2000 not very good), and after creation, manually correct source html file (reduce file size, delete some tags and   ).
