Integrating exim mail server pop3 / imap with website

Ok, I was wondering what is the best way to go about accomplishing this. I have an exim mail server on www.site.com. Everytime I user signs up for an account, I want to create them a new email account -- username@site.com. I know I can do this manually, in cpanel, but I want to make this more automated.

Also, I want to be able to create a web interface on the site where the user can read their messages and respond to it.
