Quick question - there is a site called Bobby Web that test your sites compliancy with disabled persons accessibilty. Should I make sure all my sites are compliant with this? Are these rules etched in stone? http://www.cast.org/bobby/

The Bobby application is actually based on the recommendations provided by the W3C. There are actually three priority levels and it is a good idea for your site to comply to at least the lowest one. As WLuke said there are no rules but there is a good reasoning behind the u=idea of accessibility. At the end of the day accessibility is very much about universal design anyway.
