Question about MaxMind, timezones and PHP

I'm looking to get the time zone differences from users, and I was thinking about using the Maxmind database, but I don't see how I find the time zone from it. Does anyone know if there is a way to get the time zone of a user? Basically I have things set to happen based on the server time, but I want to be able to pass the time zone of the user and display what should be happening for them.

If your users are logged in you can ask them to set their timezone when signing up, if not you could perhaps use Javascript to return to the server their local machine time so you can calculate the difference or guess their location by IP address.

I'll just do that, this whole database timezone thing is getting out of hand. That seems like an easier if not fully reliable method.
