    You can check out the current status of upcoming CSS specifications here.

    As to when they'll be fully supported there are a lot of variables. I'd say a minimum of 5 years. (Among other things, that's assuming that IE9 supports these.)

    5 years? Not likely. CSS 2 was at the draft stage 1997 and was "finished" 1998. It has since then been errataed in CSS 2.1 and still isn't fully supported anywhere. I would say that CSS 2.1 is likely to be fully supported by at least 2 implementations within 5 years. But a lot of CSS3 modules are still at the drafting stage. It may be reasonable to expect that most modules get out of their drafting stage and can be considered "finished" in 5 years just as CSS2 was in 1998...

    Thats going to be rubbish then if we can only make use of CSS 3.0 for minimal text-styling functions etc - I want to see it widely available on all browsers in the very near future so I can use it for stuff like :-

    Code:
    table tr:nth-child(3n+1) td {
    whatever:whatever;
    }

    CSS3 is quite big so I think it will get some time till we will see support for it in all major browsers. If IE continuous in the same speed as they have done in the in the last 7 years we want see support for it in IE before probably 2020. Hopefully the IE-team have shown some sign to speed up the development.
    Things should be done as simple as possible, but not any simpler.

    That is seeing implementations in two browsers already, so shouldn't be too far in the future.

    yeah, but it's not never going to be realistic to implement until a future version of IE, that supports multi column layouts is widely used.
