Looking for the best Dynamic Drop-Down Menus
I'm looking for a script or CSS. Please the following post in CSS which outlines my needs.

This can handle everything you outlined in your js post. It requires you to have knowledge of css but works great.

UDM4 is good. So are YUI menus.
I would use Composite pattern if I were to design a menu script from scratch. It is the most sensible way and the event handling can be very well integrated into this architecture.My outdated site is down for a while now.
