I'm looking at the phpMyAdmin interface on my site, and when I click a table name on the left, information about it comes up on the right. Then I scroll down and I see "Insert data from a textfile into table"... clicking on that, there is a form to upload a text file, and options for you to fill in describing the text file.

All you have to do, I imagine, is export your data from Access to a text file and use this part of phpMyAdmin to upload it.
