Image maps

I've been trying to figure this out for a better part of the day. I know what I need to use is image maps, but I can't figure out how to implement them into my design.

I'm trying to make Home, Services, Contact clickable. Part of the issue is that depending on what page you're one, the banner image changes, example:

Each of the three pics are backgrounds in the CSS file and all the examples of image maps I've found are for images inside the html. So I'm stumped. Any help would be greatly appreciated!

I just thought of something, probably not the best solution, make a transparent gif and use that to be my image path. I don't want to go this route because another img = more load time and with all the images the site has already, i don't want to contribute to anymore load times.

There has to be a better solution.
