Help with dynamic multi level menu

Can some one help me to learn and design and code a dynamic multi level menu. I am willing to pay for your time. I want to build some thing fun and challenging during my spare time. What I am looking for is as follows:
1) How to do a menu design as shown in http://www.milonic.com/menusample15.php ?
2) Minor help on coding and make them cross browser compatible?
