    errors not logged on linux server

    My server host recently moved us from a unix to a linux server. Since then I don't seem to be able to get the right level of php error reporting.
    My ini reads:

    error_reporting = E_ALL & ~E_NOTICE
    log_errors = On
    display_errors = Off
    error_log = <the path i'm using>php_error_log.log

    And that file exists, but nothing gets written to it.
    Module errors, and file missing errors, are getting written to another file, but it don't seem to include (for example) fatal parse errors.

    php is running as a cgi.

    Any ideas?

    File Permissions??
