    I think I'm missing something obvious-links don't work

    I'm sure I'm looking right past something obvious here. I'm redoing a website I did long ago in dreamweaver. I can't hover or click on the links in the navigation bar. I think this happened when I tried to place an embedded style to make the #navigation the height of that particular page. I removed it but I just don't see why this isn't working.     "hasLayout" in IE I believe, this worked locally for me:
