Help: Need Cheep Labor to Build Forum - Thoughts Opinions ?

I'm looking for someone to moderate and organize the posters to post on my new forum I'm creating. Can someone give me some wisdom and direction if there is a service that can orchestrate this for me?

P.S. A friend of mine said a service in the Phillipines can orchestrate this for you.
