    SE friendly URLs

I am writing a blog script for my site and would like it to have SE friendly URLs. I have never done this before and don't know where to start. Is there some moderately simple way of doing this. I know that phpArcadeScript uses a .htaccess file in the main directory to do this. I need to do this in perl/cgi.

Also I am not quite sure how to encrypt and unencrypt passwords from a databace and how to know who is logged in on a computer without using their IP address. Normally I would just use the IP address used to login and check to see which username is in the same MySQL Row as the IP address but that isn't the best way. I need to do this in perl/cgi also.
