    Frames - what is going on here?

    I have found a page with the html shown below. What does that mean exactly? Are they displaying the content of another page? Or are they masking their page in some way?

    They're using frames to manage the content that's on their site. Personally, they're bad for usability, even worse for accessibility, and just flat out SUCK. As in trying to suck air through a straw when in a vaccum (or water from a straw when the glass is empty).

    I'd avoid them like the plague they are; if you need to manage entire sections of your site (like the header, menu, and footer), then rest assured that you can do this using server-side includes and server-side programming languages like PHP.
