I recently registered www.bikekamloops.com and JUST started on it with ol' Frontpage 2.0 (the one that comes with Win9x)
and I'd like to change my frames to a side navigational bar, vertical.
I have no clue how to go about this, or the coding needed. Any help appreciated, thanx. Be sure to explain well, as I'm still learning... and don't catch on that quick :P

I don't think I fully understand what you are saying. If you want to switch from frames to no frames, then you must change every page individually.
I highly recommend you use SSI - by changing one file you update every file using SSI. You aren't limited though...FrontPage also has web bots that can do similar things. Even JavaScript can do it!

the frames "move" with you or something. what is it called? I have some big html books, but can't even find the right topic :P
Tables are, right now, the most widely used way of building websites...almost every site you visit likely makes use of them, SitePoint included, as well as CNN.com. You'd be hard pressed to find a site that didn't use them.
Laying and CSS positioning are catching on and once some more advanced browsers come out those may very well take over...but for now, if you want to design a solid website, you need to understand how tables work.
They're not hard...I've begun teaching my younger sister about them.
