Buying Unique Links for $1000: Should I do it?

I recently came accross the following site: http://www.professional-submission.com/unique-links.php

I want to promote a site i have, is this a good route? Has anyone tried that before? If anyone has better suggestions on where I should spend $1000 on advertising let me know.

    Thanks!
